U.S. senators try to block extension of bulk data collection

Republican Rand Paul interrupted debate in the U.S. Senate on Wednesday to make a speech opposing legislation that would extend U.S. spy agencies' collection of Americans' telephone data.

The Kentucky lawmaker, a 2016 presidential candidate, ended his roughly 10-and-a-half-hour speech just shy of midnight. As the hours passed, he was joined by other legislators, including Democrat Ron Wyden, who also want to convince the Senate not to extend provisions of the USA Patriot Act that provide the legal basis for the collection of billions of telephone call records.
"We shouldn't be so fearful that we're willing to relinquish our rights without a spirited debate," Paul said.
Paul was also joined by a laudatory Ted Cruz, who is also running for the White House, before yielding the floor at around 11:50 p.m.
Although Republicans control both the Senate and House of Representatives, lawmakers have been unable to agree on how to deal with the June 1 expiration of the provisions.
The data collection programme was exposed two years ago by former National Security Agency contractor Edward Snowden.
Opponents say it infringes on Americans' privacy rights, whilst supporters see it as a means to protect the country from security threats.
If Congress does not pass legislation to continue or reform current surveillance powers before leaving town on Friday for a 10-day recess, legal authorities used to collect the data will lapse. It is unclear if Congress would be willing to put new powers in place.
The House voted 338-88 last week to approve another bill, the USA Freedom Act, which would end bulk data collection and replace it with targeted information retrieval. President Barack Obama would sign the measure into law if it reaches his desk.
The legislation has yet to be voted on in the Senate, where Majority Leader Mitch McConnell said he favoured renewing the Patriot Act as is, calling it essential to the safety of Americans.
Paul and Wyden promised to block even a short-term extension of the programme.
McConnell said on Tuesday the Senate had "an obligation" to address the expiration and would deal with it this week. He said he would allow a vote on the USA Freedom Act.
An official who has followed congressional discussions on the issue said that, given the political complications, he did not see how it would be possible for Congress to approve any surveillance legislation before June 1.

Google's Driverless Cars to Leave the Nest

Google on Friday announced it will begin testing prototypes of its fully autonomous self-driving cars on public roads. The vehicles won't roam too far from their Mountain View, California, home -- but this latest phase of testing could be critical both for cultivating positive consumer perceptions, and influencing future legislation affecting the nascent sector.

Google previously had leaned heavily on modified Lexus RX450h SUVs to conduct its research into autonomous vehicle technologies. The SUVs have logged a close to a million miles of autonomous driving on test tracks and public roads since the start of the project, and they have been traveling roughly 10,000 miles each week, Urmson said.

Mountain View residents needn't worry about driverless cars flying around their neighborhoods at high speeds. The Google cars will operate at a "neighborhood-friendly" top speed of 25mph, and they'll have driver on board -- as well as a removable steering wheel, accelerator pedal, and brake pedal -- should manual operation be warranted, the company said.
In the coming years, Google wants to launch pilot programs so that it can learn more about how people would use driverless cars. For now, though, the company wants to gauge public perception of the vehicles and discover challenges unique to driverless cars.

MAJOR WINDOWS 10 'REDSTONE' UPDATES TIPPED FOR 2016

Source: Google

The final version of Windows 10 isn’t even available yet, but talk of what comes next is already popping up. Microsoft reportedly has two major updates to Windows 10 slated for 2016 that will parallel the release schedule for Windows 10 this year.
Codenamed "Redstone"—a nod to Minecraftwhich Microsoft now owns—the two updates will show up around June and October of 2016, accordingon reports by Neowin’s Brad Sams and ZDNet’s Mary Jo Foley. Sams and Foley are both well-known Microsoft watchers with a strong track record for leaks based on information from sources inside the company.

It’s unknown at this point what specific features the Redstone updates will be packing. That’s because Redstone will include features that don’t make it into the final version of Windows 10, which is slated to launch this summer. Foley reports, however, that Redstone will also include “support for new classes of devices that aren’t already part of Windows 10.”

The impact on you at home: Redstone is not expected to turn into a new version of Windows. Instead, the updates will be more along the lines of Microsoft’s service packs that add new features to an existing version of Windows. It’s not clear, however, if one of the Redstone updates will ultimately be named Windows 10.1 in Windows 8.1-like fashion or if Microsoft will revert to its traditional service pack terminology.

Insider to continue

Sams predicts that rumors about the features Redstone has on tap should start showing up in the summer. Windows fans, however, may not need rumors to find out what’s coming. Microsoft will apparently continue the Windows Insider testing program for Redstone updates. The Windows Insider program is currently being used for the Windows 10 Technical Preview.
For now, however, Microsoft is focused on getting Windows 10 ready to ship in the coming months. To that end, Sams reports the company is already working with the final version of Windows 10 and is focusing on bug fixes prior to its release.
